Will a JD 9650 work well with the Roto Disk Head I am thinking 8 row 30 inch

Yes a JD 9650 will run a 8 row Rota Disc. But I would recomend you install a direct drive on the combine. Your varable drive would work but you would be limited to under 4 mph. and in some conditions you may slip the drive belt.
Both John Deere and Geringhoff offer a Direct Drive Kit.

 What is included in the direct drive kit? Is it expensive?

The direct drive includes the pulley for the reversor, the top pulley and shaft, the tightner system and the belt. The cost is around $3,500.
